Practice

Bob Serino is a Partner at Buckley Kolar LLP. Mr. Serino‘s practice focuses on supervision, regulation, enforcement and regulatory relations issues related to the financial services industry. He represents clients before federal and state agencies on matters affecting their operations and advises clients on the requirements and issues involved in Bank Secrecy/Anti-money laundering issues and various compliance and regulatory  problems.

Professional Activities

Mr. Serino is a recognized expert on a range of issues affecting national banks including money laundering, the Bank Secrecy Act and the USA Patriot Act, supervisory activities, as well as regulatory enforcement powers and remedies.

Mr. Serino has testified and represented witnesses before committees of the House of Representatives and the Senate on a range of topics including money laundering and the Bank Secrecy Act, problem banks and specific failures, and law enforcement issues. He frequently speaks on supervision and enforcement issues related to financial institutions and the financial services industry. He lectured for over 20 years on Ethics at the American Bankers Association’s Stonier Graduate School of Banking. Mr. Serino is the Founding member, director and president of the Office of the Comptroller of the Currency Alumni Association.  He is a member of the Executive Council of the Federal Bar Banking Law Committee, a member of the American Bar Association’s Banking Law Committee and has been Co-Chairman of its Enforcement and Compliance Committee and the Task Force on Attorney Client Privilege.

Professional Experience

Prior to joining Buckley Kolar, Mr. Serino was the founder  and Director of the Office of the Comptroller of the Currency’s (OCC) Enforcement and Compliance Division and the OCC’s Deputy Chief Counsel. Mr. Serino also managed the Law Department with the Chief Counsel and oversaw the operations of four divisions and six District Counsels. As Director of  the Enforcement Division he was responsible for all actions brought against national banks and persons associated with them, all investigations, and for coordinating with law enforcement on various banking fraud and Bank Secrecy Act/Anti-money laundering matters. Prior to the OCC, Mr. Serino was a trial attorney in the Criminal Division of the United States Department of Justice.

Mr. Serino is a member of the State Bar of Massachusetts and the District of Columbia Bar. He is admitted to practice before the Supreme Court of the United States, the First and 5th Circuit Courts, the Supreme Judicial Court of Massachusetts, the Court of Appeals for the District of Columbia and the U.S. Court of Military Appeals.

Honors and Awards

Mr. Serino was awarded an Outstanding Public Service Award by the American Bankers Association’s Compliance Executive Committee in recognition of his many contributions.
